Teaching And Lerning Innovation Fund (TALIF) for Tertiary institutions in Ghana operates under the Educaton Sector Project of the Ministry of Education. TALIF is located at the National Council for Tertiary Education(NCTE).
It is a development tool designed ot enhance the ability of the country's Tertiary institutions to fulfil their primary responsibilities and to tie them more closely to processes of national development. TALIF will support innovations that seek to improve education at the Tertiary level. Specific innovation projects based on approved funding proposals and clearly defined measurable results will be financed by the fund.
The programme is financed with credit from the International Development Association (IDA) of the World Bank Group and funds from the Government of Ghana.
TALIF has several objectives that will be pursued through various funding mechanisms.
Broadening access, especially in disadvantged regions through distance education.
Proposal Review and Approval
Proposals may be made by individuals, academic units such as faculties, departments, libraries,institutes,centres in eligible Tertiary institutions. Proposals may also be submitted jointly by departments and institutions and agencies. Joint proposals from more than one istitution are encouraged.
The National Supervisory Bodies (NCTE,NAB and NABPTEX), may also submit proposals either seperately or collaboratively. All such proposals are subject to special procedures for independent assessment and review the details of which are outlined in the Fund's Operation Manual.
Proposals will be assessed by Academic Review Panels set up by NCTE.
Successful proposals will form the basis for a Performance Agreement between the National Council for Tertiary Education and the entity responsible for carrying out the proposed activities.

Programmes and Allocations TALIF will support innvative efforts through five general and two special programme windows.
General Windows all institutions with relevant activities are eligible:
1. Polytechnic Programmes 3. Institutional leadership and management
4. HIV/AIDS preventionans support policies and activities
5. Capacity building in tertiary distance education
Special Windows
1. Capacity building in tertiary supervisory bodies (NCTE,NAB,NAPBTEX)
2. Stregthening the University for Development Studies
Each TALIF programme has specific criteria and processes that isntitutions must follow to qualify for support. These criteria and processes are elaborataed in hte Opearations Manual which is available at the TALIF offices at he various campuses and at the Secretariat of the National Council for Tertiary Education(NCTE).
Proposal Submission
All Proposals must be submitted on a diskette and in signed hard copy using the standard proposal forms available at the TALIF offices. Two printed copies of the proposal should contain the originals of all required endorsements (with the appropriate signatures)and attachments such as Curriculum Vitae (CV).
Proposals addressed to the TALIF Co-ordianators at the respective campuses will be received up to July 31, 2004.
